Truck toll in Germany: Legal basis

Since 2005 German federal trunk roads – that is freeways and federal highways – a Toll for trucks. The toll is route-related as a road toll for trucks and the revenue is used to finance the maintenance and expansion of the transport infrastructure.

The German truck tolling system is operated by Toll Collect on behalf of the Federal Government. The legal framework for the truck toll form the toll law and the toll regulations.

The Federal Highway Tolling Act (BFStrMG) defines which vehicles are subject to tolls on which federal trunk roads. It also specifies how the toll is collected and controlled. The amount of the toll rate is determined by the annex to the BFStrMG.

Which roads are toll roads for trucks?

The toll road network in Germany covers around 52.000 kilometers. Basically, the toll for trucks applies on German federal trunk roads. More precisely: a toll is due when driving on the road

  • German freeways – including service stations and rest areas;
  • German federal roads – also within built-up areas.

To the 1. July 2018, the truck toll has been extended to single-lane routes and local crossings.

According to the Federal Highway Toll Act (§ 1 para. 3) exempted from the general truck toll:

  • A6: German-French border to Saarbrucken-Fechingen junction (both directions)
  • A5: German-Swiss and German-French border to Mullheim/Neuenburg junction (both directions)
  • Freeway sections for which a toll is levied in accordance with Section 2 of the Highway Construction Private Financing Act (FStrPrivFinG).

The Federal Office for Goods Transport (BAG) provides online a current toll table with the official toll road network ready. The table lists all the sections where tolls are currently charged at. Toll Collect also offers a toll atlas and a toll map showing all routes currently subject to tolls.

Which vehicles are subject to tolls?

To the vehicles subject to tolls count according to § 1 Abs. 1 (2) BFStrMG all domestic and foreign motor vehicles or vehicle combinations with a permissible total weight (including trailers) of at least 7.5 tons, the
