Many unemployment benefit recipients had the right to increase their belongings. But those affected are rarely use of it
"The task of the unemployment benefit is to secure the livelihood instead of the falling resignation", believes the Federal Ministry of Labor and Social Affairs. But this always meaningful function may become more and more rare for the remuneration rate, which is paid according to the provisions of SGB III.

According to calculations by the Institute of Work and Qualification (IAQ) of the University of Duisburg-Essen, 19.9 percent of the men and 44.8 percent of women at the end of 2011 were less than 600 euros per month.
Under the basic security
In 2012, the researchers of the IAQ also characterize the average high of unemployment benefits with the term "modest". Manner came to 924 euros per month, women were only at 697 euros. If one stops the average demand level of the basic security for jobseekers, shows that the Hartz IV benefits of about 671 euros were often undercut.
A considerable part of the unemployment benefit I-receptionist was entitled to an increase in unemployment benefit II. However, in 2012, these possibility only used 10.4 percent. The likelihood that other household members earned significantly more and thus the prerequisite was not given, is not particularly high. Gerd Backer, emeritized professor of the University of Duisburg-Essen and Senior Fellow of the IAQ, has a probable explanation:
In view of the low unemployment benefits payments, it is likely that many people do not know or do not apply for the possibility of increasing.
As a matter of principle, the payment of the unemployment benefit between 2004 and 2012 has risen – with manners from 866 to 924, in women from 610 to 697 euros per month. An improvement in material relevance, especially with regard to the security-targeted securing of the livelihood, has apparently not took place. The IAQ, which refers to data from the Federal Institute for Labor, estimates the loss of purchasing power through inflation between 2004 and 2012 to 14 percent.
The survey shows on the one hand that the unemployment benefit I has always losed significance since the importation of SGB II. After consultation of the IAQ, only 30 percent of all unemployed is currently recognized by the appropriate insurance. The above majority falls into the state of the SGB II or the job center.
From the numbers, there is also the fact that almost every second woman in the event of unemployment with an amount below the basic security must expect and low earners are particularly affected by unemployment.
Overall, the results correspond to other findings from the flexibilized labor market. Example pension: Even if the gross coalition under construction became the importation of a statutory minimum wage, many people threatens the old age poverty. Because even with an hour’s wage of 8.50 euros, there is no age income above the basic security. The situation is Precar, if probably not for every dramatic headline.
Low Lohne does not entail a claim to unemployment benefit, which was sufficient to avoid livelihood – nor on a pension that was allowed to make a reasonably evident existence in the age.
