The University Education Report accounts for the overall state of the college system
The German university system becomes "International, permanent and heterogeneous". The change towards a digital, flexible and optimally work-oriented system is "for a long time ago". At this end, the annual report 2017/18 of the University Education Report 2020, which the Stifterverband for German Science E.V. and the management consultancy McKinsey jointly ie. In the Stifterverband have 3.000 members – DAX corporations, medium-standers, association, private individuals – fed together. He looks after his daughter Deutsches Foundation Center more than 650 foundations with a total of € 2.9bn.
The report sets out for the first time, "How Social Selection continues at the universities". Alarming, so Volker Meyer-Guckel, Deputy General Secretary of the Stifter Association, is the interim balance, especially for the field of action Teacher Education: there is always less Mint student approaches in the teaching and a variety of primary education. Occupational and practicality of courses "are extremely badly assessed". In Germany missing up to 95.000 data specialists as well as 24.000 Teacher for a school compulsory subject computer science. For flight rods are minimal around 40 to 2020.000 study sites, possibly also significantly more.
For the educational policy of the coming years, the extensive report has eight recommendations in parade:
- More informative teachers
- Secure data analysis skills in all disciplines: Remove Data Science at universities
- Gain more students for a stay abroad
- Expansion and flexibilization of the range of quartar education (scientific training as well as digitization of the study)
- Practical knowledge and occupational field orientation in students strong
- Equity justice through lifelike bafog and securing the further education of the university pact
- Use education potential of the escape
- Prepare women at the university on a later career
The experts generally go from an existing one "Specialist deficiency" in the segment of the labor market examined and draw a development in which the classical sequence of school – study – occupation is added by a stronger passage between professional practice on the one hand and classical studies, further education phases or. "Lifelong learning" on the other hand. German universities should also use forms of digitization to increase their share in the continuing education market, they mean. As part of the project "Open College – Life-Long Learning" Bisang 110 new flexible study models have been implemented.
At the same time, the education experts is important in the heart that disadvantaged groups are supported by the system. For example, in Berlin, the regulation of a bonus payment to the universities for study starts with a migration background or from professional qualified applicant groups without high school education.
Too slow development
The University Education Report is based on measurable targets for the year 2020, which were formulated in dialogue with experts from the Stifterverband membership companies, science organizations and representatives of civil society. For this purpose, every year, the status quo of the university system in six fields of action is analyzed based on 75 individual indicators. The status quo of the year 2010 is set as a starting value each with 0 points, the formulated goals for 2020 with 100 points. A reasonable half-term balance is therefore 50 points. All in all, the report with State 2015, however, only awards: for Internationality 44 points, Opportunity-friendly education 34 points, professional-academic education 25 points, Quartar Education 27 points, Mint Education 24 Points and Teacher Education 15 points. All fields are the 30 points. This development shows that the education system does not adapt to the current challenges in the desired speed.
A focustom themes are the "Uneven chances of women and manners". The core thesis here is: women are on average on average up to graduation. Thereafter, however, your share decreases rapidly in further education or management levels. The proportion of women in the number of university graduates is at least almost 50 percent, which is estimated at fleeting powers on only the 30 percent.
As career barriers identify, among other things, the field of study, personal career planning and the lack of training. In particular, the small proportion of women in MINT experts (mathematics, computer science, science, technical science) is stressed, emphasize the experts. Other areas such as health, humanities, human medicine, agricultural, forest, dance sciences / veterinary medicine are dominated by women after the numbers submitted.
