The EU Commission intends to import the new cycle for Consumer WLTP (Worldwide Harmonised Light Vehicle Test Procedure) from September 2017 throughout the EU. The aim is to reduce the high deviations between laboratory and the values that many motorists achieve in everyday life. The previously applicable NEFZ (new European driving cycle) was introduced in the mid-1990s and had numerous lobby in the requirement catalog. The manufacturers have used these leaches differently in recent years, which brought with them at least two serious disadvantages. On the one hand, the deviations to real values have always been gross, partly between practice and laboratory 40 percent difference. The federal government, which has received the revenue from the vehicle tax since the summer of 2009, thus avoid considerable revenue.

On the other hand, with the individual exploitation of the lights in the NEFZ, which is exactly what a consumer is actually ensured in a laboratory, namely an absolute comparability between all cars. Already in the sense of a tax justice that is important. Exactly this necessary comparability is also that a laboratory measure makes unprecedicate. In the case of a conventional expert again and again consumer capacity on the strain, environmental factors are added, which comprises a comparability of the determined values. In the RDE (Real Driving Emissions) a strip test makes sense. He is not about comparability, but about how effectively the exhaust deterioration works. With the exhaust standard Euro 6C, new challenges to manufacturers come to the manufacturers.

With the WLTP, not everything is better, but some loopholes are closed. The carrier of the VDA (Association of the Automotive Industry) Eichhorn Aubert in November 2015 in an interview with the Automotive production, that he calculates at the NEFZ with around 20 percent higher values in the WLTP. Among other things, this is because higher speeds are driven in the new cycle.

The proposal of the EU Commission will now be submitted to the European Parliament and the EU States. If these agreed, the new regulations could be gradually enforced from September 2017.
